Assignment

Under the direct supervision of the ABA Project Manager, Deputy Project Manager, the Capacity Building Officer will work across partner organizations, such as local Civil Society Organizations (CSOs), charitable funds, volunteer groups, and self-help groups to manage capacity development initiatives. This will involve providing expertise in the conceptualization / development / provision of training/orientation modules needed for capacity assessment and capacity development activities of the project.

The Capacity Building Officer will closely work with the Partnership Unit of the UHF-funded Area Based Allocation project for Kherson Region and other INGO-consortium members to agree on the approach to capacity building, develop unified tools, review partner’s capacity and identify new and emerging developmental priorities and develop an Action Plan accordingly.

Functions:

Project management and reporting

  • Develop / Contextualize ACTED’s global capacity development methodology (Catalyst and GOCA) in Ukraine, adapting it to the needs of the ABA project, among others.
  • Conduct multiple assessment of local partners using relevant tools.
  • Identify training needs of partners and coordinate with the Deputy Project Manager, ABA Project Manager, Partnership Officers to cover the gaps.
  • Ensure all partners have access to training and professional development resources appropriate to their skill gaps/needs.
  • Conduct and facilitate capacity building events / actions (trainings, information sessions, instructions, recommendations, material dissemination) and give feedback to the program teams, maintain clear records and data on all trainings and capacity building sessions.
  • Prepare and conduct pre- and post-assessments of the capacity building trainings to assess the average knowledge increase among the trainings' participants.
  • Provide guidance on development and implementation of partners' organizational development strategies, plans, and activities, including assessment, action planning, implementation, and evaluation.
  • Collaborate with the ABA Project Manager/ Deputy Project Manager and Monitoring, Evaluation, Accountability and Learning (MEAL) Specialists to ensure capacity development activities are closely monitored and documented throughout implementation and that actions are taken to continually improve activity performance (including re-orienting and adjusting strategies when needed).
  • Work collaboratively with local Civil Society Organizations (CSOs), charitable funds, volunteer groups, and self-help groups to suggest improvements and programmatic adjustments based on research findings.
  • Provide support to aspects of securing additional project funding and strategic communication including information gathering, positioning, proposal development, etc.
  • Ensure effective project collaboration, coordination to build synergies across programs for maximum impact.
  • Work collaboratively with local Civil Society Organizations (CSOs), charitable funds, government entities, volunteer groups, and self-help groups to suggest improvements and programmatic adjustments based on research findings.
  • Liaise with other consortium members as needed to coordinate capacity building efforts of the partners.
  • Support Deputy Project Manager / ABA Project Manager in drafting project reports.

Required Qualifications and Skills:

  • Master 's degree or equivalent experience is required; degree in social sciences, psychology, social work, international development, management or another related field is preferred.
  • Experience: at least two (2) years of experience in managing capacity development projects and in designing and providing training, particularly course/curriculum and materials development
  • Strong analytical and reporting skills. Ability to analyse information, evaluate options and to think and plan strategically.
  • Self-motivator and proactive problem-solver.
  • A team player who can work collaboratively and with people of diverse backgrounds.
  • A strong understanding of the Ukraine context
  • Ability to work both in an advisory and a hands-on implementation capacity.
  • Ability to handle a high workload and to work independently.
  • Excellent command of Microsoft Excel and database applications.
  • Excellent writing and presentation skills
  • Computer/word processing and standard office software skills.
  • Professional proficiency in written and spoken English, and Ukrainian and/or Russian. Must be able to read and interpret documents and communicate with others as necessary to perform job duties effectively.

Key Performance Indicators:

  • Number of partner capacity assessments conducted using relevant tools
  • % of partners with completed capacity development plans
  • % of identified capacity gaps addressed within agreed timeframe
  • Number of trainings conducted / organized
  • Average knowledge increase (%) of participants measured by pre- and post-tests.
  • Timeliness of submitting capacity building inputs for donor/consortium reports.
