About Project Expedite Justice
Project Expedite Justice (PEJ), founded in 2016, is a United States-based NGO with a 501(c)(3) charitable organization designation.
PEJ’s mission is to use all available legal options to seek justice for individuals inadequately protected under the law, who cannot access legal resources, and who are exploited by governments, corporations, or others.
PEJ applies a novel, victim-centered approach to addressing mass atrocities. PEJ’s 3-step model includes training, mentoring, and providing independent legal consulting. We partner with and train local lawyers and investigators to collect, analyze, and preserve evidence in accordance with international legal standards. Without evidence, there can be no accountability. We further build local capabilities and advance the justice process through case-specific mentoring and strategic guidance to local legal practitioners and investigators. Finally, we partner with local NGOs, pro bono law firms, and legal clinics to represent victims of international crimes and serious human rights abuses in court or alternative judicial mechanisms.
PEJ has projects in several countries. Our inclusive team includes people working remotely from Africa, Asia, Europe, South America, and the US. The Opportunity: Full Stack Developer
The Full Stack Developer, reporting directly to the Project Lead and the Information Management Officer, builds and maintains the Digital Justice Hub’s technical foundation and core functionality. The Full Stack Developer is responsible for implementing and maintaining platform architecture, user registration and access controls, course and resource library functionality, and secure backend and frontend systems that support long-term platform sustainability.
The Full Stack Developer works closely with the Platform Product Manager, Digital Platform Designer, E-learning Expert, and Legal Education Expert to ensure that the Digital Justice Hub provides a secure, stable, and intuitive learning environment for justice sector practitioners. The role supports platform development, testing, deployment, maintenance, and ongoing improvements throughout the project lifecycle.
About the Project
The Justice Bootcamps project is a national program designed to strengthen police, prosecutors, Ukraine Security Services (SSU), and judges (hereinafter, «justice actors») practices across four frontline oblasts, where more war crimes reports have been recorded. This initiative delivers targeted workshops, providing technical assistance and operational support directly to justice actors handling war crimes and crimes against humanity cases. PEJ’s approach leads to immediate, targeted skill-building that increases capacity and equips frontline justice actors to prosecute Russian international crimes.
The Justice Bootcamps project is structured around two mutually reinforcing goals: (1) strengthening frontline police, prosecutorial, and judicial capacity through intensive, practical Bootcamps and ongoing expert support; and (2) institutionalizing knowledge and skills within Ukrainian justice institutions to promote long-term sustainability, professional development, and interagency cooperation. Recognizing that needs vary across oblasts, the project tailors its activities to address priority challenges in each participating region. Through a practical «learn-by-doing» methodology, Justice Bootcamps supports justice actors to strengthen their ability to investigate, prosecute, and adjudicate war crimes and crimes against humanity, helping ensure meaningful access to justice for survivors in Ukraine.
Key Deliverables:
- Secure and functional Digital Justice Hub platform developed, maintained, and deployed.
- User authentication, authorization, and access management systems implemented and maintained.
- Course management, resource library, and content delivery functionality are developed and operational.
- Platform security, performance, and reliability are maintained throughout development and deployment.
- Technical documentation, system architecture documentation, and administrator guidance materials are produced and maintained.
- Technical support provided during development, testing, launch, and post-launch phases.
Key Responsibilities:
Platform Development and Architecture
- Design, develop, test, and maintain frontend and backend components of the Digital Justice Hub platform.
- Implement secure user authentication, authorization, and role-based access controls.
- Develop course management, resource library, search, navigation, and content delivery functionality.
- Ensure platform architecture supports scalability, maintainability, and future enhancements.
- Integrate platform features and functionality in accordance with project requirements and user needs.
Platform Security and Performance
- Implement security controls and best practices to protect platform users and data.
- Monitor platform performance, stability, and reliability.
- Identify and resolve technical issues, vulnerabilities, and performance bottlenecks.
- Support secure hosting, deployment, backup, and recovery processes.
- Ensure compliance with applicable security and privacy requirements.
Testing and Quality Assurance
- Support platform testing, pilot activities, and user acceptance testing.
- Resolve bugs and technical issues identified during development and deployment.
- Collaborate with users and project stakeholders to identify opportunities for platform improvement.
- Maintain version control, release management, and technical quality assurance processes.
Technical Documentation and Knowledge Transfer
- Develop and maintain technical documentation, system architecture diagrams, and deployment guides.
- Produce documentation for administrators supporting long-term platform management.
- Support handover and transition activities for platform sustainability.
- Document technical decisions, workflows, and development processes.
Organizational Engagement and Reporting
- Participate in relevant team meetings and reporting coordination calls.
- Contribute to proposal development, concept notes, and fundraising materials as needed.
- Support other project-related activities and responsibilities as assigned.
Profile: Qualifications and Attributes
Profile (Qualifications and Attributes):
- Degree in computer science, software engineering, information technology, or a related field, or equivalent professional experience.
- Minimum 5 years of experience in full-stack software development.
- Demonstrated experience developing secure web-based platforms and applications.
- Strong experience with modern frontend and backend development frameworks.
- Experience implementing authentication systems, user management, and access controls.
- Familiarity with cloud hosting environments, databases, APIs, and system integrations.
- Experience implementing secure software development practices and security controls.
- Strong troubleshooting, debugging, and problem-solving skills.
- Experience working in agile development environments.
- Excellent written and verbal English communication skills. Knowledge of Ukrainian is an asset.
- Experience working with learning management systems, knowledge management platforms, or educational technology is highly desirable.
- Experience supporting nonprofit, international development, or justice-sector projects is an asset.
- Preferably based in Ukraine and able to travel to Ukraine during the contract period if needed.
