Background

Triangle Generation Humanitaire (TGH) is an international non-governmental organization implementing humanitarian and recovery interventions in Ukraine. TGH works across multiple sectors, including Water, Sanitation and Hygiene (WASH), Shelter, Protection, Cash Assistance, and community-based support.

To strengthen operational oversight and support the Deputy Field Coordinator during ongoing implementation in Kharkiv oblast, TGH seeks a temporary WASH & Shelter Officer who will provide technical, coordination, monitoring, and reporting support for WASH and Shelter interventions implemented directly by TGH and through implementing partners.

General Objective of the Position

Under the supervision of the Deputy Field Coordinator and technical guidance of the WASH & Shelter Coordinator, the WASH & Shelter Officer will support the monitoring, coordination, reporting, and quality assurance of WASH and Shelter activities in Kharkiv oblast.

The position will contribute to ensuring compliance with donor requirements, TGH standards, and technical guidelines while maintaining strong coordination with local authorities, humanitarian partners, and implementing partners.

Tasks and responsibilities:

1. Program Monitoring and Technical Support

  • Conduct regular field visits to monitor Shelter and WASH activities implemented by TGH and implementing partners.
  • Monitor and lead technical assessment in target areas/communities on rehabilitation and repair works in collective sites, including shelter upgrades, insulation, heating systems, and WASH infrastructure.
  • Support assessments and monitor rehabilitation of water supply and district heating systems, ensuring compliance with technical specifications, BoQs, timelines, and donor requirements.
  • Conduct technical inspections and verify the quality and completion of works.
  • Ensure contractors, suppliers, and partners adhere to agreed standards and implementation schedules.
  • Identify technical gaps, risks, delays, and maintenance needs, and recommend corrective actions with engineering considerations.
  • Verify beneficiary and occupancy data where required.
  • Ensure all activities comply with TGH standards, Cluster guidance, and donor requirements.
  • Contribute to technical reporting with recommendations, documentation, and progress tracking of Shelter, WASH, water supply, and district heating interventions.

2. Coordination and Representation

  • Support the Deputy Field Coordinator in maintaining relationships with local authorities, utilities, community representatives, and humanitarian actors.
  • Contribute to coordination with implementing partners and support resolution of operational bottlenecks.
  • Facilitate communication between field teams, technical coordinators, and support departments.

3. Reporting and Documentation

  • Prepare weekly field monitoring reports and activity updates after each field visit.
  • Ensure proper filing and archiving of technical and project documentation.
  • Support preparation of technical assessments, monitoring reports, and activity summaries.
  • Maintain accurate records of field visits, coordination meetings, and partner engagements.

4. Logistics and Operational Support

  • Assist in the preparation and review of procurement requests related to WASH and Shelter activities.
  • Support verification of technical specifications and quantities.
  • Coordinate with logistics teams regarding delivery schedules and field implementation requirements.
  • Monitor distribution activities and infrastructure works when required.

5. Safety, Compliance and Safeguarding

  • Ensure compliance with TGH policies and procedures.
  • Adhere to safeguarding, PSEA, accountability, confidentiality, and data protection requirements.
  • Monitor contextual and security developments and report relevant information to management.
  • Promote protection mainstreaming and conflict-sensitive approaches throughout project implementation.

Required Qualifications and Experience

Education

  • Bachelor’s degree in Civil Engineering, Environmental Engineering, Construction Management, WASH, or related field.

Experience

  • Minimum 1 years of experience in humanitarian, recovery, or development projects.
  • Experience in WASH, Shelter, infrastructure rehabilitation, or construction-related activities.
  • Experience conducting monitoring visits and coordinating with local authorities and partners.
  • Experience in reporting and project documentation.

Skills

  • Strong technical understanding of WASH and Shelter interventions.
  • Excellent monitoring, coordination, and reporting skills.
  • Strong organizational and problem-solving abilities.
  • Good knowledge of Microsoft Office (Word, Excel, Outlook).
  • Able to interpret and communicate complex technical matters in a clear and understandable manner to a non-technical staff.
  • Ability to work independently and manage multiple priorities.
  • Good written and spoken English and Ukrainian.
