Background

Triangle Generation Humanitaire (TGH) is an international non-governmental organization implementing humanitarian and recovery interventions in Ukraine. TGH works across multiple sectors, including Water, Sanitation and Hygiene (WASH), Shelter, Protection, Cash Assistance, and community-based support.

To strengthen operational oversight and support the Deputy Field Coordinator during ongoing implementation in Kharkiv oblast, TGH seeks a temporary WASH & Shelter Officer who will provide technical, coordination, monitoring, and reporting support for WASH and Shelter interventions implemented directly by TGH and through implementing partners.

General Objective of the Position

Shelter & WASH Manager (SWM) is responsible for the leadership, coordination, and quality implementation of integrated Shelter and WASH programming, including Shelter/NFI, WASH, and Unified Cash Transfer (UCT) as needed for conflict-affected populations in Ukraine. The role ensures programmes are timely, technically sound, compliant with donor and cluster standards, and responsive to evolving humanitarian needs. The SWM will work under the direction and line management of the Field Coordinator in Dnipro and be technically guided by the WASH and Shelter technical advisor (TA) in HQ and Senior Program Coordinator. This role works in close collaboration with the rest of the TGH team.

Requirements:

Education

  • University degree in Humanitarian Studies, Engineering, Public Health, Economics, Social Sciences, or a related field.
  • Degree in Hydrotechnical Construction, Water Engineering and Water Technologies is an asset.

Experience

  • Minimum 2−3 years of relevant humanitarian experience, with at least 1−2 years in a management role.
  • Proven experience managing Shelter/NFI, WASH, in emergency or conflict settings.
  • Experience in Cash-based interventions and market-based programming is an asset.
  • Experience working in WASH and Vodokanal is a strong advantage

Skills & Competencies

  • Strong leadership, coordination, and team management skills.
  • Solid understanding of cluster coordination mechanisms in Ukraine.
  • Excellent analytical, proposal writing, and reporting skills.
  • Ability to work under pressure and adapt to rapidly changing contexts.
  • Ukrainian and/or Russian is mandatory, Intermediate English knowledge is required.

Responsibility 1: Project Management

  • Lead the Shelter & WASH Team in planning and executing the implementation of Shelter and WASH programmes, under the overall supervision of the Field Coordinator at the base and under the technical supervision of the Senior Program Coordinator.
  • Contribute to, update as needed, and maintain project workplans for each grant. Ensure the overall interoperability of the workplans to ensure that all will accomplish the targets of the grants on time and in accordance with the allocated budget.
  • Serve as the budget holder for all activities. In conjunction with the workplan and guidance of the Senior Project coordinator, complete budgetary forecasts according to TGH’s SOPs.
  • Ensure the quality of programme delivery by actively collaborating with the Field Coordinator to operationalise global and national clusters recommendations, guidelines and standards.
  • Update and ensure the continued relevance of TGH Standard Operating Procedures (SOPs) by aligning them to current cluster and global guidelines.
  • Contribute to donor and other organizational reporting by providing accurate and up to date information per TGH’s reporting SOPs.
  • Ensure proper data collection, management, and archiving by the field officers, in line with Data Protection Procedures, and collaborate proactively with the MEAL department in verifying, cleaning, and preparing data for reporting.
  • Support capacity building of Shelter and WASH officers to work according to donor guidelines such as indicators, compliance, regulations, etc.
  • Lead or contribute to assessment of needs, gaps of target populations in current and prospective areas of operations and other assessments, periodically update the community needs analysis as requested by the Field Coordinator and Senior Program Coordinator.
  • Set up and maintain an effective referrals system for intra-TGH, intra-consortium and inter-agency activities, with technical guidance of the Field Coordinator.
  • Provide feedback for improving quality of activities to supervised staff, Field Coordinator, and other relevant personnel.
  • Coordinate the activities of Shelter and WASH programs with that of other TGH activities and possible partners under the guidance of the Field Coordinator and Senior Program Coordinator.
  • Assist with securing necessary approvals that are mandatory for project implementation
  • Guarantees archiving of all the documents related to the projects under his/her supervision, following TGH standards
  • Coordinates area-based programs in coordination with the Field Office Team.

Responsibility 2: Ensure team management

  • Participates in the recruitment of the operational team under her/his management including the revision of the job description in coordination Field Coordinator and HR
  • Oversees the work of the staff under her/his management on a daily basis and through the review of weekly plans
  • Guarantees the administrative management of her/his team (daily attendance, leaves management) in collaboration with the HR department
  • Ensures the smooth communication flow and information sharing in its team: meetings, minutes…
  • Proactively ensures the communication channels are clear and understood, avoid any misunderstanding and prevent any conflict within the team
  • Conduct staff appraisal for the team under her/his management
  • Ensure that her/his team complies with TGH internal rules — in link with the HR department
  • Oversees the needs in trainings in order to provide capacity building of the managed team.

Responsibility 3: Participate in the development of the strategy

  • Contribute to the development of the mission’s Shelter and WASH strategy in collaboration with Senior Program Coordinator
  • Contributes to the development and completion of multi-sectoral needs assessments (MSNA) in coordination with MEAL team and other stakeholders/contributors.
  • Guarantees information gathering and experience sharing with other relevant actors (Humanitarian and Local Government Strategy) and sharing the outcomes with the line manager.
  • Monitors and informs on any changes in the Local Government Strategy
  • Ensures that TGH projects are in accordance with the Local Government Strategies.
  • Ensures that gender, environmental and equity issues are mainstreamed in all strategies and methodologies proposed.

Responsibility 4: Oversees logistics, finance and administration aspects of Shelter and WASH projects

  • Ensures that TGH’s and donors' requirements are respected and followed at all times for Shelter and WASH projects
  • Participates in the preparation of the procurement plan at the beginning of the project, prepare purchase requests, tendering documents, follow up the tendering process in link with the logistic department, give acceptance of payment in link with the admin department
  • Oversees the logistical and administrative topics related to the implementation of project activities at all times
  • Contributes to update a data base of item prices and the local suppliers in all areas of intervention in link with logistic team
  • Ensures the follow up of requests and deliveries of materials, tools and equipment required for Shelter and WASH activities.

Responsibility 5: Internal and external reporting — communication & coordination

Internal:

  • Ensures the internal reporting through existing TGH tools to the Field Coordinator with Grant and Program Support Manager and Finance team for Tax report.
  • Contributes to writing of concept note, proposal, report and budgets or any document for donors as requested
  • Provides Field Coordinator with photos and success stories on a regular basis.

External:

  • Contributes to the external reporting of project activities to donors, local authorities & partners and Clusters.
  • Guarantees the communication and therefore the coordination with all relevant local authorities (Raion and Hromada) and partners (UN Agencies) and send brief minutes of meeting to the line manager
  • Represents TGH and explain the project activities to donors visiting sites in case of absence of the line manager
  • Proactively represent TGH within EAST sub-coordination mechanisms and towards stakeholders (Sectors meetings at sub-national level and send a minute to the line manager).

Responsibility 6: Implementing Partner Support & Capacity Strengthening

  • Acts as the primary technical and programmatic focal point for Implementing Partners on BN programming as needed.
  • Provides hands-on coaching, mentoring, and capacity strengthening to IP staff on BN standards, CVA, winterization, and integrated response approaches as needed.
  • Supports IPs in proposal development, activity design, budgeting, and donor compliance as needed.
  • Conducts regular field visits and joint monitoring missions to IP implementation sites, providing constructive feedback and follow-up actions.
  • Coordinates with internal departments to resolve operational and compliance bottlenecks faced by IPs as needed.

Responsibility 7: Safeguarding, Protection & Accountability

  • Ensures protection mainstreaming, gender, age, and disability inclusion across all Shelter and WASH activities.
  • Upholds safeguarding, PSEA, and Do No Harm principles.
  • Ensures referral pathways are in place for protection concerns identified through Shelter and WASH programming.
