General Objective of the Position
The Protection Manager will be responsible for the overall delivery of Protection programme covering Case management (including Child Protection, Gender Based Violence, and General Protection), Psychosocial Support, Legal Aid, Awareness Raising, and Capacity development through clear planning, implementation, monitoring, and reporting on all protection activities. The Senior Protection Manager will work under the direction and line management of the Field Coordinator in Dnipro, and be technically guided by the Protection Technical Advisor (TA) in HQ and Senior Program Coordinator.
The Senior Protection Manager will be responsible for coordinating, supervising, and managing the performance of the team of protection field workers to ensure quality delivery, proper documentation, ensuring accountability to affected populations, directing the management of referrals, and contributing to reporting to donors. The Senior Protection Manager may also support local partners, under the guidance of the Senior Program Coordinator and Field Coordinator, to increase quality and efficiency of partner delivery of protection programmes. The Senior Protection Manager will collaborate with MEAL and Logistics to ensure proper data management, budget consumption and monitoring, and implementation of purchase or cash procedures as necessary.
Обов’язки/Responsibilities:
Project Management
- Lead the Protection Team in planning and executing the implementation of protection programmes, under the overall supervision of the Field Coordinator at the base and under the technical supervision of the Protection TA and Senior Program Coordinator.
- Contribute to, update as needed, and maintain project workplans for each grant. Ensure the overall interoperability of the workplans to ensure that all will accomplish the targets of the grants on time and in accordance with the allocated budget.
- Serve as the budget holder for all Protection activities. In conjunction with the workplan and guidance of the Senior Project coordinator, complete budgetary forecasts according to TGH’s SOPs and to actively participate in the monthly budget follow-up process.
- Ensure the quality of programme delivery by actively collaborating with the Field Coordinator to operationalise global and national clusters recommendations, guidelines and standards.
- Update and ensure the continued relevance of TGH Protection Standard Operating Procedures (SOPs) by aligning them to current cluster and global guidelines.
- Contribute to donor and other organizational reporting by providing accurate and up to date information per TGH’s reporting SOPs.
- Ensure proper data collection, management, and archiving by the field officers, in line with Data Protection Procedures, and collaborate proactively with the MEAL department in verifying, cleaning, and preparing data for reporting.
- Support capacity building of field officers to work according to donor guidelines such as indicators, compliance, regulations, etc.
- Lead or contribute to assessment of needs, gaps of target populations in current and prospective areas of operations and other assessments, periodically update the protection situation analysis as requested by the Field Coordinator and Senior Program Coordinator.
- Set up and maintain a solid referrals system for intra-TGH, intra-consortium and inter-agency activities, with technical guidance of the Field Coordinator.
- Support Managers of sub protection sectors on quality monitoring of the service provision through individual and group supervisions (observation, case discussion, file check, capacity assessment, etc.) and field visits per protection minimum standards.
Protection Programming
- Supervise the identification and registration of individual cases requiring protection services through direct support from TGH, indirect support through referral and follow-up.
- Support the team’s development of service mapping to support referrals and general reach of programming, under the guidance of the Protection TA in HQ.
- Ensure protection staff awareness and implementation of national and global protection minimum standards, under the guidance of the Protection TA in HQ.
- Ensure timely recording and updating of registered cases, consultations, and group activities in the database; ensure security of databases.
- Uphold and support protection staff members in upholding humanitarian principles, protection principles, and ethics.
- Provide protection data and information while contributing to proposal development as requested by the Field Coordinator. Ensure that the protection activity design is in accordance with the latest standards and inter-agency guidelines.
External Representation and Coordination
- Support the Field Coordinator in increasing the reach of TGH’s programming, by working with the field officers to identify gaps in coverage, new areas for programming, establishing contact with the local authorities, etc.
- Take the lead on attending the Protection Sub-Cluster meetings and ensure Managers participate in appropriate TWG and AoR meetings.
Monitoring, Evaluation, Accountability and Learning
- Actively collaborate with the MEAL department to verify and clean programme data to prepare it for reporting.
- In accordance with established Protection guidelines and while ensuring the protection of client’s data and privacy, work with the MEAL department in their duties of data and post-service/distribution monitoring of project activities as required by the donor.
- Support the MEAL department in updating tools such as KoBo forms based on field officers' feedback and global guidelines.
- Ensure and Support the field team to store and process data and documents efficiently and in line with data protection protocol.
- Support the Field Coordinator and MEAL department in mainstreaming protection across the organization.
Line Management & Performance Management
- Participate in the recruitment process of the national protection team, set performance objectives for managers and support them in achieving those objectives; monitor the performance objectives they set for their respective teams and provide support as necessary.
- Conduct regular meetings with the team and with Field Coordinator to track progress and discuss staff challenges and opportunities.
- Conduct regular performance appraisals under the guidance of the HR department.
- Provide day-to-day support to protection workers in ensuring effective time management, internal and external communication, clarity of role and responsibility, and strict adherence to TGH Code of Conduct and other applicable policies (Safeguarding Policy for the Prevention of Sexual Exploitation and Abuse, Child Safeguarding; Gender Equality and Protection from Gender-based Violence, etc.) in partnership with the Senior Program Coordinator and Field Coordinator.
Вимоги / Required Experience and Skills:
Education
- University degree in a relevant field including but not limited to social work, law, human rights, social science, psychology, etc.
Experience
- 2 years experience as supervisor/manager of case management, legal aid, or other protection team in humanitarian emergencies.
- 1 — 2 years of experience as a protection case manager, legal aid officer or any position related to protection.
- Technical knowledge and understanding of protection in humanitarian emergencies, including issues relating to violence, coercion, deliberate deprivation and abuse.
- Technical knowledge of protection minimum standards related to case management, legal aid, psychosocial support, awareness raising, individual protection assistance/cash for protection, protection counselling, referrals under the umbrella of general protection, child protection and gender-based violence specialized programming.
- Good knowledge of the Ukrainian humanitarian context.
- Experience in establishing and maintaining professional relationships and networks with external parties including but not limited to local and national authorities, other non-governmental organisations, etc.
Skills & Competencies
- Strong leadership, coordination, and team management skills.
- Proven capacity for mentoring, facilitation, training, capacity building and coaching.
- Solid understanding of cluster coordination mechanisms in Ukraine.
- Excellent analytical, proposal writing, and reporting skills.
- Ability to work under pressure and adapt to rapidly changing contexts.
- Adaptability and openness to feedback, including the evolution of contexts and missions and new protection minimum standards.
- English, Ukrainian, and Russian language required; Fluent English is a strong asset.
- Possibility to travle freely in Ukraine (Dnipropetrovska, Zaporizka, Kharkivska regions).
