Triangle of Generation Humanitaire (TGH)
It is an international non-governmental organization (NGO) developing and implementing emergency, post-emergency and development programs since 1994. The programs belong to the field of water supply, hygiene and sanitation, civil construction (housing), food security, rural development (livelihood), social, educational and psychosocial support (protection). In 2022, its dedicated teams work in 11 countries in Europe, Asia, Africa and the Middle East. TGH has been operating in Ukraine since June 2016.
General objective of the position:
As an Accountability and Data Officer within the Monitoring, Evaluation, Accountability, and Learning (MEAL) department in TGH, your primary responsibility is the day-to-day implementation of the Community Feedback and Response Mechanism (CFRM) and administrative handling of feedback and complaints, routine recordkeeping, and communication and referral. Furthermore, the Accountability and Data Officer is responsible of the correct operation of the databases and the compliance of all data in them as well as he/she will support data collection, management, and analysis to ensure effective monitoring and evaluation of TGH programs.
Responsibilities and Duties:
Community Feedback and Response Mechanism (CFRM):
- Serve as point of contact/ and administer different feedback channels (e.g. hotlines, CFRM online survey data, social media, CFRM email).
- Acknowledge, receive and register feedback/complaints from beneficiaries of TGH’s assistance and the community members.
- Handle routine questions and requests for information from beneficiaries and community members according to policies and standard operation procedures.
- Categorize and route stakeholder feedback/complaints to responsible staff according to policies and standard operation procedures.
- Facilitate communication with complainants about case status and decisions.
- Throughout the process of intake of complaints/feedback and referrals, ensure applying protection principles for confidentiality of information and safety of beneficiaries.
Data Managment:
- Full awareness of all existing databases and forms and know where and what they are responsible for.
- Be fully aware of the data collection methodology, ensuring accuracy and completeness.
- Manage databases and information systems on base level for efficient data storage and retrieval.
- Collaborate with field teams in the field office to collect, verify, and organize project-related data.
Quality Assurance:
- Regular and correct database cleaning from duplicate, incorrect and incomplete submissions under the supervision of a manager.
- Regularly check the data for correctness, truthfulness, and availability of all relevant documents, reporting any discrepancies.
Monitoring:
- Assist with various monitoring activities through calls or visits, including PDM and Needs Assessment.
- If necessary, conduct follow-up calls with beneficiaries or potential beneficiaries to clarify information.
Reporting:
- Assisted in preparing timely and accurate reports for internal and external stakeholders, including a quarterly tax report and monthly reporting to the donor.
- Help to carry out the appropriate analysis based on the results of the monitoring activities.
- Preparation of a monthly report (narrative and data) on the work of CFRM.
Learning and Innovation:
- Ensure adherence to data protection and ethical standards in data management.
- Promote awareness of and compliance with the Accountability standards among staff.
- Stay updated on industry best practices, evolving data management and analysis trends, and rules and regulations for communicating with the affected population.
- Assist in creating new tools to improve the work of TGH Data management system and CFRM.
Tasks and responsibilities are subject to modifications according to the needs.
Job Requirements:
Essential:
- A bachelor’s degree in information systems management or Social sciences and communication will be an advantage
- A minimum of one year of experience in data management, hotline, or in-depth knowledge and skills in data collection and processing is preferred.
- Understand data protection and security principles.
- Fluency in written and spoken Ukrainian.
- Knowledge of spoken and written English is highly desirable.
- Experience working in similar positions in a humanitarian/recovery context is a plus.
- Experience with Microsoft products, excellent Excel skills and experience with Google Sheets are required.
- Experience or knowledge of using data collection and analysis platforms such as KoBoToolbox or other systems is a plus.
