What will you do in this position?

You will play a key role in monitoring programme performance, strengthening accountability to affected populations, supporting assessments and analyses, and generating evidence to improve programme quality and decision-making.

The war has caused immense suffering for civilians, displaced families, and disrupted supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 3.6 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south of Ukraine do not have reliable access to nutritious food.

WFP uses a combination of food and cash assistance to support communities affected by the war. This includes working with local partners to distribute food boxes in areas near the frontline and providing cash transfers in locations where people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 3.7 billion meals to people displaced and affected by the war.

How can you make a difference?

In this position, you will have to:

1. Lead and coordinate the Dnipro RAM team, providing day-to-day technical guidance, work planning, quality assurance and performance oversight to ensure the effective implementation of monitoring, assessment, accountability and evidence-generation activities across the Area of Responsibility.

2. Work closely with programme and relevant units in the Field Office (FO) and Country Office (CO) and partners to develop and implement regular programme monitoring plans based on distribution plans, accessibility and corporate requirements.

3. Arrange and participate in programme monitoring missions, including joint missions with implementing partners, and ensure systematic documentation, analysis and follow-up of monitoring findings and corrective actions.

4. Analyse and consolidate monitoring findings and prepare regular monitoring reports and other analytical products, highlighting key trends, risks, lessons learned and recommendations for the FO Head of Programme and relevant stakeholders.

5. Coordinate rapid market assessments, hromada profiling and other assessments as required, including targeted evidence gathering in newly affected or priority hromadas, in partnership with the FO Programme team and CO RAM team.

6. Liaise with implementing partners and support regular engagement with their Monitoring, Protection and CFM focal points to strengthen monitoring practices, address identified gaps and follow up on agreed actions.

7. Support implementation of Accountability to Affected Populations (AAP) and Community Feedback Mechanism (CFM) activities across the Dnipro AoR, including review of feedback trends, monitoring-related case follow-up, coordination with implementing partners, identification of systemic issues, and support to evidence-based improvements in programme quality and accountability.

8. Perform other related duties as assigned

To join us in saving lives, changing lives, you will have:

Education: Advanced University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience: At least one year of postgraduate professional experience in monitoring, assessments, accountability, programme quality, or related humanitarian/development fields. Experience planning and coordinating field monitoring activities, analysing quantitative and qualitative data, and producing evidence-based reports and recommendations.

Knowledge & Skills:

• Strong analytical and report-writing skills, with the ability to interpret data and translate findings into actionable recommendations.
• Good knowledge of monitoring and evaluation methodologies, assessment tools, and data quality assurance processes.
• Understanding of humanitarian principles, Knowledge of Accountability to Affected Populations (AAP), Community Feedback Mechanisms (CFM), and protection mainstreaming is a plus.
• Strong stakeholder engagement, coordination, and communication skills, with proficiency in Microsoft Office applications and data management tools.

Language: Fluency (level C) in both in English and Ukrainian languages.
