ZOA, as an international NGO, supports people who have lost everything due to armed conflict or natural disaster. Together, we can come to their aid in emergencies and remain faithful to communities as they recover — providing new opportunities for them to help themselves again.

In April 2022 ZOA started in Ukraine with relief activities for IDPs in Uzhgorod and Zakarpattia region. Today our teams work in Chernihiv and, Sumy covering northern Ukraine,and in Kryvij Rih and, Mykolaiv, covering Kherson and southern Ukraine. The focus of ZOA’s programming is on the most vulnerable people in rural areas with large scale cash, shelter, WASH and livelihood programmes. We invite you to join our team of committed colleagues.

Your challenge

The Consortium Manager is responsible for the overall coordination, communication, monitoring and performance tracking of the consortium implementing. The Consortium Manager provides leadership in consortium governance and coordination while supporting adaptive management, learning and consistent implementation standards across all consortium members and implementing partners.

Your main tasks and responsibilities

Consortium coordination and governance

  • Serve as the primary focal point for consortium coordination throughout the project cycle.
  • Facilitate effective collaboration between consortium members and implementing partners.
  • Organize and chair regular consortium coordination meetings.
  • Monitor implementation progress against agreed plans, milestones and deliverables.
  • Ensure timely information sharing between consortium partners.
  • Support joint problem solving and decision making.
  • Follow up on action points arising from consortium meetings.
  • Promote a collaborative consortium culture.
  • Facilitate peer-to-peer monitoring and learning visits among consortium partners.
  • Ensure consortium governance structures and consortium agreements are adhered to.

Project implementation oversight

  • Track implementation progress against the Project Implementation Plan (PIP), workplans and targets.
  • Monitor achievement of outputs, outcomes and key milestones across all sectors.
  • Maintain oversight of activities implemented by ZOA and partners.
  • Identify implementation bottlenecks, delays or quality concerns and coordinate corrective actions.
  • Support adaptive management in response to changing operational conditions.
  • Ensure implementation remains aligned with approved donor requirements.
  • Contribute to overall project quality assurance and compliance.

Partner coordination and capacity strengthening

  • Maintain regular communication with all consortium and implementing partners.
  • Support implementation of partner capacity strengthening plans.
  • Coordinate technical support requests across consortium members.
  • Facilitate exchange of lessons learned and good practices.
  • Promote harmonized approaches, tools and reporting standards.
  • Support partners in understanding donor requirements and consortium procedures.
  • Monitor progress against agreed partner capacity strengthening actions.

Monitoring, quality assurance and learning

  • Coordinate consortium monitoring activities.
  • Track implementation findings and ensure appropriate follow-up.
  • Monitor implementation of recommendations resulting from monitoring visits and audits.
  • Work closely with the MEAL Coordinator to ensure quality data collection and reporting.
  • Support consolidation of monitoring information from consortium members.
  • Promote learning and evidence-based decision making.
  • Coordinate after-action reviews and lessons learned exercises.
  • Support final project review and learning processes.

Reporting and Information Management

  • Maintain a consortium tracking system for deliverables, reporting deadlines and action points.
  • Coordinate collection of narrative inputs from consortium members.
  • Review partner submissions for consistency and completeness.
  • Support preparation of donor reports and consortium updates.
  • Consolidate implementation information and key achievements.
  • Track reporting compliance across consortium members.
  • Ensure timely submission of required consortium documentation.

Risk Management and Compliance

  • Monitor operational, programmatic, financial and contextual risks affecting project implementation.
  • Maintain oversight of consortium risk mitigation actions.
  • Escalate significant risks to senior management when required.
  • Coordinate follow-up of compliance issues identified through monitoring or reviews.
  • Support adherence to consortium agreements, donor regulations and organizational policies.
  • Monitor implementation of safeguarding, PSEA, accountability and data protection commitments.

External Representation and Coordination

  • Represent the consortium in coordination meetings when delegated.
  • Support engagement with humanitarian coordination structures and local authorities.
  • Facilitate communication between consortium members and external stakeholders.
  • Support donor visits, monitoring missions and audits.
  • Maintain professional relationships with relevant stakeholders in support of project implementation.

Accountability and Safeguarding

  • Promote Accountability to Affected Populations (AAP) throughout project implementation.
  • Support functioning of feedback and complaints mechanisms.
  • Ensure learning from feedback is integrated into project management.
  • Promote compliance with safeguarding, PSEA and Code of Conduct obligations.
  • Ensure concerns are referred through appropriate reporting mechanisms.

Your profile

Knowledge and experience

  • Minimum of 3 years of experience in humanitarian and/or development programming, including at least 1 year in consortium, partnership, programme coordination, or project management roles.
  • University degree in International Development, Humanitarian Action, Social Sciences, Project Management, Public Administration, or a related field.
  • Demonstrated experience coordinating multi-partner projects and working with national and international NGOs.
  • Experience in donor-funded programmes, preferably UHF/CBPF, UN, ECHO, or similar humanitarian donors.
  • Strong understanding of project cycle management, MEAL, accountability, risk management, and donor compliance requirements.
  • Experience in partnership management and capacity strengthening of local organizations.
  • Professional command of spoken and written English; professional command of spoken and written Ukrainian.
  • Excellent computer skills, including Microsoft Office applications, particularly Excel, Word, PowerPoint, and Teams.
  • Experience working in complex, rapidly changing, and conflict-affected environments.

Special requirements

  • The duty station for this position is Mykolaiv.
  • Travel to project locations in Chernihiv, Sumy, Mykolaiv, Kherson, Dnipropetrovsk and Zaporizhzhia oblasts may be required, subject to security conditions.
