Про вакансію

Medecins Sans Frontieres (MSF — Doctors Without Borders) is an international, independent, medical humanitarian organization that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural or man-made disasters to populations in danger in more than 70 countries.

Duration: Initially 3 months, with extension if probation period is passed well.

Main purpose:

Supporting the Medical Coordinator through delegated tasks and responsibilities including defining, leading and coordinating the medical scope of the mission — according to MSF protocols, standards, policies and values — in order to ensure the quality of the medical care given to the target population and thus improving their overall health and living conditions. Assuming the Medical Coordinator responsibilities in case of absence.

Accountabilities:

  • Supporting the Medical Coordinator in defining, monitoring and updating the medical content of the MSF country policy and annual plan by detecting health needs and translating them into objectives, priorities and resources needed for the beneficiaries we assist (Mental Health support for war-related PTSD and palliative care support).
  • Representing MSF with health authorities (MoH, local NGOs, International actors), as per requests from the Medical Coordinator; ensuring a good public image and alignment with the mission interests through regular contacts with other actors in the country; negotiating with authorities and informing them on the MSF charter, values and principles.
  • Participating and contributing to the definition and update of the country policy, annual plan and budgets in order to develop projects and programmes aimed at addressing humanitarian issues and ensuring its efficiency and quality (i.e. monitoring the project implementation, assisting the Project Coordinator and the medical teams in drafting the project proposal and follow up, identifying priority needs and potential areas of action (including emergency interventions) while collaborating and assisting in the production of medical reports).
  • Coaching, training and motivating the teams in the mission to align all field staff with MSF values and ethics and ensuring their capability to carry out their job while achieving MSF quality standards by performing thorough onboarding, briefings, learning needs analyses and training, setting objectives and evaluating performance.
  • Collaborating, together with the logistics department and according to the projects needs, in pharmacy management to ensure sufficient quality and quantity of drugs and medical material (i.e. review of medical orders and monitoring of medicine consumption and stock levels).
  • Assisting in defining and implementing the staff health and security policies for international and national staff to ensure their overall safety (i.e. monitor both the physical and mental health state of staff, promote compliance of all related protocols and procedures and collaborate in the update of issues relating to the security context)
  • Assuming the Medical Coordinator’s tasks and responsibilities in case of absence/gaps.

MSF Section/Context Specific Accountabilities

  • Provide epidemiological surveillance of the country and update the corresponding plans of the stakeholders and the MoH.
  • Follow the health reforms and advise on the impact that this can have on the mission or the projects.
  • Provide support for the collection of reports from the projects and, under request of the Medical Coordinator, summarise and provide analysis.
  • Provide support during the revision of the Plan of Action (annual budgetting process) and other cyclical reporting responsibilities.
  • Brief incoming international staff so they understand the scope of the medical activities in the projects and the mission.
  • Visit the field teams during medical manager gaps (e.g. annual leave) to provide cover/support.
