On the position of a legal counsellor for stateless persons, implemented under the
partnership agreement with the UNHCR. My main duties include providing
interviews for persons of concern (hereinafter— PoC). This interview provides for
identification of specific needs and further assistance; participation in joint visits
with migration officers and police officers to prisons and lunatic asylums. Providing
humanitarian assistance to Roma people. Last but not least I was participating in the
preparation of the Index of statelessness in Europe, monthly and annual reports for

In August 2022, Truth Hounds, together with Civitas Maxima, sent a submission to
the Office of the Attorney General of Switzerland regarding the attack on Mr.
Guillaume Briquet, a Swiss journalist who was attacked by Russian forces in March
2022 near Vodiano-Loryne, Mykolaiv Oblast.
[ 2022 ] Your own worst enemy
From the very beginning, the Russian Federation’s fresh wave of armed aggression
against Ukraine has been accompanied by various violations of international
humanitarian law (IHL), repeatedly reported by Truth Hounds and other
organisations, such as Human Rights Watch and Amnesty International.
The latter, in a note published even before 24 February, noted: “The history
of [Russian] military interventions, whether in Ukraine or Syria, or a military campaign on
its own territory in Chechnya, is marked by blatant disrespect of the IHL. The Russian
military has repeatedly violated the laws and customs of war without protecting civilians,
having directly attacked them. Russian forces have carried out indiscriminate attacks,
using illicit weapons, and sometimes deliberately attacking civilians, which constitutes a
war crime”.
Regrettably, Russia’s recent military conduct has proven true to form. Truth Hounds
collected evidences indicating the possible commission of almost all war crimes
listed in the Statute of the International Criminal Court (ICC) by the Russian military.
Myths and Reality: Russia’s Attack on a Maternity Hospital in Mariupol as a
[ 2022 ] War Crime
Austrian military analyst Tom Cooper who has been studying Russian style of
warfare for many years posted on his facebook page on March 15:
“In Syria, the VKS (Russian air forces) hit over 100 medical facilities, most of these 3-4
times, for a total of 492 registered air strikes on medical facilities. In Ukraine so far,
it hit 18 medical facilities. Because that’s the Russian way of fighting wars. It’s a part
of strategy aiming to spread terror, break morale, and prompt civilians to flee”
After analyzing all the circumstances of the attack on the Mariupol maternity
hospital and the behavior of the Russian Federation after the attack, it is difficult for
Truth Hounds experts to disagree with the words of Tom Cooper.
Truth Hounds released an investigation of the brutal airstrike by the Russian army
on a maternity hospital in Mariupol and a horrible dirty lie by Russian diplomacy
about the attack.

Enforced disappearances and the creation of “republics” on the territory
[ 2022 ] occupied by the Russian armed forces
Since the beginning of the new wave of armed aggression by the Russian Federation
on 24 February 2022 and the invasion of the territory of mainland Ukraine,
information about enforced disappearances of journalists, politicians and activists in
Russian-controlled territories has begun to come to light. Judging by the focus on
people in these groups enforced disappearances appear to be being used to
suppress resistance in the occupied territories and create pseudo-republics, under
Russian control – like the so-called Donetsk People's Republic (DNR) and the
Luhansk People's Republic (LNR). Even before the Russian invasion of Ukraine, the
United States released intelligence warning that the Russian Federation was
planning targeted attacks on politicians, activists and Russian dissidents after the
invasion of Ukraine “which in previous Russian operations involved targeted killings,
abductions, torture, are likely to be aimed at those who oppose Russia’s actions
