25 years of professional experience as manager supporting and leading democracy and governance activities and
beyond, working in and with public administrations with responsibilities for: Municipal investment programme
management, international activities, investment attraction, analytical work, performing and applying processes of
policy reforms, management development, gap analysis, strategic planning, capacity building, including nearly 10
years of experience at management level in coordination and implementation of the project activities of the Local
Governance and Decentralization Reform.
Experience with and in-depth knowledge of implementing CIDA-funded projects, reporting and financials; In-depth
experience with UNDP projects providing technical assistance, intergovernmental dialogue, strengthening the
capacity of the AUC, Demonstration Projects.
Ability to identify key issues of dealing with reforms at local government level and the decentralized implementation
such as: sensitivity in governance; capacity needed, staff expectations, cooperation within and between different tiers
of government.
Native Ukrainian, Fluent French, advanced working proficiency in English

Responsible for leading Activity Management Unit (AMU) which is composed of a procurement manager, grants
and subcontracts manager, finance assistant, and MEL coordinator. The AMU drives the design, implementation,

MAIN ACCOUNTABILITIES:
Develop and roll-out replicable models for improved service delivery by local governments.
Coordinate the delivery of short-term capacity building technical assistance, including oversight for consultants, in
areas including but not limited to transparent procurement procedures, public hearings, use of e‐governance tools,
one-stop shop, customer-oriented reception infrastructural solutions, strategic planning, municipal budgeting, and
infrastructure improvements to communal services.
Assist to prioritize governance activities, develop scopes of work, suggest potential local and international resources
to mobilize, and lay out implementation process.
Conduct meetings with local government representatives (both elected and unelected), develop recommendations,
and draft summary reports.
