WORK EXPERIENCE
CHEMONICS INTERNATIONAL IMPLEMENTING THE USAID/UKRAINE HARVEST ACTIVITY – KYIV, UKRAINE
MONITORING, EVALUATION, AND LEARNING (MEL) SPECIALIST – 26/06/2024 – 06/05/2025
1. MEL implementation and data management:
• support implementing the Activity MEL plan, ensuring it aligns with contract requirements and client
objectives;
• develop and update data collection tools necessary for capturing and reporting on project indicator data,
and coordinate development and utilization of tools;
• maintain project data in DevResults and AirTable;
• identify opportunities for integration of new technology and automation into MEL tasks.
2. Data analysis, reporting, and learning:
• ensure that project staff are considering and applying data to maximize learning from data and using data
in making project decisions;
• contribute to the development of annual work plans and regular project reports, and reviewing the MEL
plan accordingly;
• compile and analyze data on project indicators for contractual reports to show the progress against
project objectives and targets, and report findings to project senior leaderships, as well as prepare reports
for submission to USAID;
• collect and disseminate lessons learned and best practices to internal (home office) and external
stakeholders, as appropriate.
3. Capacity-building and cross-team collaboration:
• participate in training project staff on general MEL concepts and terms, data collection, and reporting
procedures;
• collaborates with the wider MEL, Communications, and GESI teams to monitor and analyze disaggregated
program data.

1. Leading research:
• provide strategic leadership to major research projects and liaise with key clients and stakeholders
(including USAID's DGE, USAID's TCA, UNDP, PFRU);
• conceptualize and design new research frameworks and analysis plans;
• develop and adopt research tools and approaches for qualitative and quantitative studies (e.g., surveys,
metrics);
• provide oversight and overall guidance on the use and implementation of the various research
approaches (co-creation and co-implementation) and methodologies (quantitative and qualitative) for
each research stage;
• write up research findings and oversee the production of research outputs;
• lead desk review, literature review, expert interviews, focus groups and employ other qualitative methods
to develop an in-depth topical and contextual understanding and amalgamate these with SCORE findings
to produce different high quality research deliverables;
• lead work of the project teams and data analysts to understand and interpret research findings, elicit key
messages and policy and programmatic recommendations.
2. Methodological innovation, development, and sustainability:
• respond to new opportunities, seize new trends and address new research needs (experimental or
otherwise such as QCA) and contribute to the development of new qualitative and quantitative
methodological and analytical approaches;
• develop joint proposals and contribute to fundraising.
3. Supporting country operations, stakeholder liaison, and impact:
• oversee research implementation, including liaising with agencies, trouble shooting and maintaining
frequent communication with all necessary staff to ensure smooth implementation of projects, including
present findings to SeeD staff and external partners, and contributing to use of findings by decision-
makers;
• liaise and sustain productive and efficient relationships with research and MEL departments of the
relevant project’s partners;
• act as a resource person for key SeeD meetings and advocacy activities with key political and societal
stakeholders for evidence uptake;
• contribute to research visibility and outreach;
• contribute to portfolio and team management within the Team.
