Strategic Legal Expert with 20+ years of experience in law enforcement reform, legislative
drafting, and international technical assistance. Former Deputy Head of the MIA Legal
Department and long-term Advisor for the US DOJ (ICITAP). Proven expertise in
harmonizing national legislation with the EU Acquis Communautaire and implementing
Community Policing and Good Governance frameworks.

 Provided high-level legal advisory for the reform of the National Police of Ukraine
(NPU).
 Drafted normative legal acts and Standard Operating Procedures (SOPs) aligned
with international human rights standards.
 Led legal risk management for multi-million dollar technical assistance projects,
ensuring compliance with AML and GDPR.
 Managed the development of training curricula for the implementation of
Community Policing and Good Governance strategies.
 Served as a key liaison between international experts and national beneficiaries
(MIA, NPU).
