Razom is seeking a Senior HR Manager to serve as the leading HR partner in Ukraine and play a key role in shaping the organization’s people strategy during a period of ongoing change and growth. This is a senior, high-impact role responsible for aligning HR strategy with organizational goals, supporting leaders, strengthening organizational culture, and ensuring compliance with Ukrainian labor law in a complex operating environment. The Senior HR Manager will act as a strategic partner to leadership in Ukraine, and oversee HR operations locally.
Responsibilities
- Serve as the primary HR partner to senior leadership in Ukraine, providing strategic guidance on organizational design, workforce planning, talent strategy, and people-related decision-making
- Support and lead change management initiatives, helping teams navigate organizational and operational changes while maintaining engagement and alignment with organizational goals
- Collaborate closely with the Director of People and Culture to align local HR practices with global priorities, policies, and values
- Act as a key liaison between the Ukrainian team and the broader global organization, ensuring effective two-way communication and contextual understanding
- Support recruitment planning and execution in partnership with hiring managers and external recruitment agencies
- Design and implement talent development initiatives, including learning programs, career growth pathways, and leadership development activities
- Lead performance management processes, including goal-setting, feedback cycles, evaluations, and development planning
- Advise leadership on succession planning and internal promotion practices
- Manage complex employee relations cases, including conflict resolution, investigations, accommodations, and disciplinary matters
- Ensure full compliance with Ukrainian labor law, internal policies, and organizational standards
- Strengthen organizational culture through employee engagement initiatives, internal communication, and recognition programs
- Support leaders in clarifying team structures, roles, and responsibilities to improve organizational effectiveness
- Oversee HR operations in Ukraine, including onboarding, offboarding, payroll coordination, benefits administration, and time-off management
- Supervise and support the HR Coordinator based in Kyiv
- Partner with Finance and external advisors to ensure accurate HR processes, documentation, and reporting
- Drive continuous improvement of HR systems, tools, and workflows to enhance efficiency, transparency, and employee experience
- Contribute to and co-lead global HR projects and cross-functional initiatives as needed
Requirements
- 5−7 years of progressive experience in Human Resources, including senior-level responsibilities
- Proven experience in organizational development, change management, performance management, and employee relations
- Strong knowledge of Ukrainian labor law and HR compliance requirements
- Experience managing and mentoring HR staff
- Ability to coach and influence senior leaders and work as a trusted advisor
- Experience working in international or globally connected organizations is highly desirable
- Excellent communication skills in Ukrainian and English (B2/C1 level)
- Strong collaboration skills and comfort working cross-functionally (HR, Finance, Operations, Programs)
- Experience with HR systems, recruitment tools, and performance management frameworks
- HR certifications (e.g. SHRM, HRCI) are an advantage
