Annex 2 — TERMS OF REFERENCE

FOR THE CONSULTANCY CONTRACT OF: MHPSS Reporting Specialist

  1. Duty Station of the Consultancy: Kyiv, Ukraine (Home-based)
  2. Duration of Consultancy: 1 month
  3. Nature of the consultancy: Category B Consultancy

Under the overall supervision of the Chief of Mission and the direct supervision of the IOM Ukraine MHPSS Programme Manager, the Consultant will be responsible for producing a comprehensive reporting overview for the MHPSS and Disability Inclusion Unit, covering activities and progress for the period July through December 2025. This includes collecting relevant data, synthesizing program achievements, and ensuring that the overview meets internal and donor requirements for both MHPSS and disability inclusion initiatives.

  1. Project Context and Scope:

IOM Ukraine conducts a broad spectrum of Mental Health and Psychosocial Support (MHPSS) activities, encompassing a large-scale community-based MHPSS program and a crosscutting Disability Inclusion (DI) component integrated across various Mission projects. The Consultant will be responsible for cataloging and reporting on MHPSS services by assisting with the drafting and publication of the MHPSS and DI program overview covering July to December 2025.

  1. Organizational Department / Unit to which the Consultant is contributing: Mental Health and Psychosocial Support / 3R, IOM Ukraine.
  1. Category B Consultants: Tasks to be performed under this contract:
  • Map and catalogue MHPSS services:
  • Collect, review, and consolidate information on MHPSS services implemented by IOM Ukraine during the period July-December 2025, including community‑based interventions and activities implemented under multiple Mission projects.
  • Identify and document key characteristics of each service, including geographic coverage, target populations, type of intervention, and implementing project.
  • Document Disability Inclusion integration:
  • Identify and analyse how Disability Inclusion (DI) is integrated across MHPSS and other Mission projects.
  • Ensure that disability‑inclusive approaches are consistently and accurately reflected in the service mapping and narrative reporting.
  • Draft the MHPSS and Disability Inclusion Programme Overview:
  • Prepare a structured draft MHPSS and Disability Inclusion Programme Overview covering July-December 2025 up to 40 pages in English, including:
    • Narrative description of MHPSS programming;
    • Overview of community‑based approaches;
    • Cross‑cutting analysis of Disability Inclusion;
    • Summary tables or matrices, as appropriate.
  • Ensure alignment with IOM reporting, visibility, and quality standards.
  • Coordinate review and revisions:
  • Incorporate feedback from the MHPSS Unit and relevant internal stakeholders.
  • Revise and finalize the programme overview to ensure accuracy, clarity, and consistency.
  • Prepare publication‑ready materials:
  • Format and finalize the approved overview for internal and external dissemination in A4 Booklet format.
  • Compile and submit all supporting documentation and reference materials used for the mapping and reporting exercise to support institutional knowledge management.
  • Perform other duties as assigned.

  1. Comprehensive MHPSS Service Mapping

A consolidated inventory of MHPSS services implemented by IOM Ukraine during July-December 2025, including: Type of service/intervention, Geographic coverage, Target population (s), Implementing project (s), Integration of Disability Inclusion (DI) elements.

  1. Draft MHPSS and Disability Inclusion Programme Overview

One complete draft programme overview document covering July-December 2025, incorporating:

  • Narrative description of community‑based MHPSS programming
  • Cross‑cutting analysis of Disability Inclusion across Mission projects
  • Summary tables and/or visuals (as applicable)

Draft submitted in line with IOM reporting and visibility standards.

  1. Revised and Finalized Programme Overview
  • One finalized MHPSS and Disability Inclusion Programme Overview document incorporating feedback from the MHPSS Unit and relevant stakeholders.
  • Document finalized in a format suitable for internal and external dissemination.
  1. PublicationReady Content Package
  • Final, approved version of the overview prepared for publication, including:
  • Clean, formatted text
  • Annexes or data tables (if applicable)
  • Executive summary or key messages (if required for dissemination)
  1. Reporting Support Documentation

Submission of all source materials used for the overview (service lists, matrices, reference documents) to support institutional knowledge management and future reporting.

  1. Performance the evaluation of results

The maximum of 176 hours shifts of work per full duration of the contract to finalize MHPSS and DI Overview for the period July-December 2025 — the consultancy fee 3000 USD.

  1. Education, Experience and/or skills required
  • Advanced degree in project management, information and data management, statistics, international relations or any other related social science field;
  • Minimum 5 year of professional experience, with at least 3 years working on reporting, proposals development and data management or other project support functions;
  • Previous experience in working in the UN system is an asset.
  • Strong organizational and time management skills.
  • Ability to work in a multi-cultural environment and respect diversity.
  • Teamwork oriented but with a capacity to work independently.
  • Excellent analytical, writing and communication skills.
  • Fluency in English is required. Ukrainian and /or Russian language skills are an advantage.
