INTERSOS Ukraine is a subdivision of the international humanitarian organization INTERSOS (Italy).

We provide support to victims of emergencies, armed conflicts and natural disasters with particular attention to the most vulnerable categories: children, women, elderly people, displaces persons, who were forced to flee their homes and moved to safer places and also to those who cannot leave the dangerous regions and are under constant threat.

INTERSOS teams are present in Odesa, Kyiv, Kharkiv, Mykolayiv, Kherson and now expand their activities in Sumy.

INTERSOS Ukraine provides economic, humanitarian and medical aid, psychological support, organizes educational activities, gives medicines and equipment to the hospitals, provides shelter and ensures basic human needs. During one year of our work in Ukraine we provided support to more than 100 000 people. 75 000 of them received aid in the sphere of protection, prevention and emergency care. 3 000 medical consultations were carried out in remote regions, which are not covered by the official heath care system. 49 medical institutions received medicines, medical devices and equipment.

We are opening a vacancy of the Legal Team Leader

Location: Kharkiv

Duration of contract: till 31/12/2026 with possibility for extension.

Main Purpose

  • Is responsible for the technical supervision and coordination of all legal activities and ensures that the legal services and activities meet quality standards.
  • Guarantees training and capacity building of field legal staff.

Reporting to:

Hierarchical: Project Manager

Functional: Technical Manager Protection

Main responsibilities and tasks:

  • Plan, coordinate, supervise and develop activities of the legal team, in coordination with Project Manager and Technical manager — Protection. Support the development of work plans consistent with the goals and objectives and ensure qualitative and timely planning, implementation, monitoring and evaluation of activities and services and adherence to protection standards
  • Provide technical guidance and support to Lawyers and Legal Assistants ensuring quality in the implementation of activities and services
  • Conduct case audits to ensure that cases meet and maintain compliance with established SOPs and minimum standards in legal assistance; provide feedback to Lawyers and Legal Assistants
  • Ensure that a referral pathway for legal cases is established and effective
  • Participate in the recruitment of legal team staffs and provide feedback on staff performance, expectations and areas for growth and professional development
  • Advise technically INTERSOS legal intervention in the relevant area of coverage, including legal assistance, representation and counselling
  • According to established cash procedures, double-check and approve cash requests, deliver funds accordingly and supervise the following delivery, invoicing and reporting steps. Ensure the budget for legal activities
  • Regularly analyze data, elaborate on trends and legal situation to provide timely and quality reporting over legal services provided, as needed by project- or mission-management
  • Identify capacity building needs of legal staff by assessing knowledge and skills, and provide learning opportunities through training, workshops and/or simulation exercises. Ensure on the job coaching and mentoring
  • Guarantee that legal services comply with internal and donor principles and standards, as well as with the other Core Humanitarian Standards (CHS)
  • Monitor timescales for response, decision-making and follow-up through internal legal DB/platform and according to priority of case, ensuring timely and appropriate support
  • Supervise the accuracy of the legal cases documentation through regular review of files and legal DB/platform status and provide feedback to the legal team. Overview the proper filing and archiving of legal cases files maintaining data confidentiality
  • Design and facilitate trainings for other staff members or external stakeholders (e.g. authorities, local partners, targeted communities) on legal matters and legislation pertaining to civilians' protection
  • Support the Project Manager and Technical manager — Protection in developing and updating protection tools and training materials in order to meet the project’s requirements
  • Under the supervision of the Technical manager — Protection, lead the development and implementation of legal SOPs at mission level adapting the internal guidelines to the local context
  • Participate in case meetings for complex cases with legal issue,
  • Establish and maintain collaborative relations with relevant partners and other project stakeholders working in the project areas
  • Proactively participate in relevant working groups and coordination meetings

Requirements:

Education

  • Advanced University Degree in Law. Registration as lawyer preferable

Professional Experience

  • Minimum three years of relevant professional experience (of which at least 1 year in a supervisory role)
  • Previous working experience with IDPs, refugees and returnees

Professional Requirements

  • Excellent knowledge of the local legal system and legal procedures
  • Strong knowledge of international protection, human rights legal standards and psycho-social support
  • Computer literacy (Word, Excel, Power Point)
