1. Background
Habitat for Humanity International (HFHI) in Ukraine works to support conflict-affected populations, particularly IDPs, returnees, and vulnerable host communities, by facilitating access to safe, affordable, and dignified housing solutions. Through partnerships with local authorities, partners, and the private sector, HFHI in Ukraine promotes systemic change in the housing sector by advocating for inclusive housing policies, piloting affordable and social housing models, and enabling the repair and repurposing of war-damaged or vacant properties.
Given the scale and urgency of housing needs resulting from the ongoing war, HFHI Ukraine is intensifying its communication and visibility efforts. Strengthened communication is essential to:
- Mobilize donor and institutional support
- Influence policy and sectoral reforms
- Demonstrate impact and accountability
- Strengthen partnerships with government, humanitarian actors, and communities
To achieve these goals, HFHI seeks a professional service provider to deliver high-quality communication, production, and advisory services.
2. Objectives
The overall objective is to enhance the quality, consistency, and strategic impact of HFHI Ukraine’s communication outputs. Specifically, the service provider will:
- Produce high-quality, professionally designed communication materials
- Strengthen HFHI Ukraine’s visibility through multimedia content
- Provide technical advisory support to improve internal communication capacity and strategic positioning
3. Scope of Work
A. Editing, Design, Vizualisation & Formatting the documents (up to 100 pages total)
- Professionally edit, format, and design a suite of communication materials, including:
- Annual Reports
- Research Papers and Policy Briefs
- Project and Programme Documents
- Public-facing communication materials (factsheets, brochures, donor updates, etc.)
- Ensure consistent HFHI branding, layout, and visual identity across all products
- Deliver both digital and print-ready versions (PDF + editable source files)
- Apply accessibility standards (clear structure, alt-text, readable fonts, color contrast)
- Integrate data visualization, infographics, and storytelling elements where relevant
B. Technical Advisory Support on Communication
- Development of a country communication plan aligned with HFHI Ukraine’s strategy, audiences, and programmatic priorities
- Advisory support to HFHI’s national communication staff, including:
- Content development and editorial guidance
- Visual identity and brand consistency
- Storytelling approaches tailored to donors, government, and communities
- Recommendations for strengthening HFHI’s digital presence (website, social media, multimedia)
- Facilitation of three (3) capacity-building workshops for HFHI Ukraine staff on communication planning, storytelling, and implementation of the action plan
C. Video and Photo Production
- Co-development of concepts, scripts, and storyboards with HFHI’s communication specialist
- On-location filming in Ukraine, including interviews, B-roll, and documentation of program activities
- Production and editing of short videos optimized for web and social media
- Professional photography, including:
- Portraits, interviews, household visits, construction/repair activities
- Edited, high-resolution, royalty-free images suitable for reports, websites, and donor communications
- Delivery of raw footage and final edited materials in agreed formats
Deliverables
1. Edited & Designed Documents
- Up to 100 pages across multiple document types
- Final versions in print-ready PDF and editable format
- Delivery: by March 2027
2. Communication Plan & Advisory Report
- Comprehensive communication plan with strategies, tools, and timelines: by September 2026
- Implementation support and advisory report: by March 2027
- Three (3) staff workshops on action plan implementation: by December 2026
3. Multimedia Outputs
- Three (3) short, edited videos
- Delivery: October 2026, December 2026, April 2027
- Photo package (minimum 100 edited high-quality photos)
- Delivery: October 2026, December 2026, April 2027
Qualifications
- At least 5 years of proven experience in communication for development, humanitarian communication, or non-profit visibility
- Strong portfolio demonstrating:
- Designed reports and publications
- Multimedia production (video + photography)
- Strategic communication planning
- Ability to work in dynamic, time-sensitive environments and coordinate with in-country teams
- Proficiency in industry-standard tools (Adobe Creative Suite, video editing software, etc.)
- Experience working in Ukraine or conflict-affected contexts is an asset
- Availability of Ukrainian and English-speaking team members
Timeline: 8 months
Start Date: 01 September, 2026
Completion Date: 30 April, 2027
Management
The service provider will work under the supervision of the Program Manager, in close coordination with the national Creative Communication Specialist. Oversight and approval will be provided by the Europe and Middle East (EME) Communications Team. Responsibilities include, but are not limited to:
- Participation in regular coordination calls
- Submission of drafts and revisions according to agreed timelines
- Ensuring all outputs align with HFHI’s global brand and messaging standards
The national Creative Communication Specialist will provide contextual guidance to ensure content is locally relevant and appropriate for target audiences.
Application Process
The application package should include:
- Technical Proposal (proposed approach, methodology, work plan)
- Budget with a detailed cost breakdown in EUR (inclusive of all applicable taxes and expenses)
- Company Profile (including registration documents)
- CVs of personnel proposed for the assignment, highlighting relevant experience
- Portfolio of Previous Work, including examples of:
- Report and publication design;
- Communication strategies and plans;
- Video production;
- Photography;
- Other relevant communication products;
- At least two references from clients for similar assignments (preferred).
