Terre des hommes is looking for a proactive, energetic, and organised Finance Manager, to join its team in Kyiv, Ukraine (with the possibility of traveling between local offices), to support in the implementation of its projects. Terre des hommes (Tdh) is the leading Swiss organisation for children’s aid. Since 1960, Tdh has helped build a better future for children and youth, especially those most exposed to risks, making an impact with innovative and sustainable solutions. Active in more than 30 countries, Tdh works with its own teams and/or local and international partners to develop and implement field projects which significantly improve the daily lives of over four million children and members of their communities every year, with a focus on mother and child health, migration, and access to justice for children.

In Europe, Tdh strives to ensure the full realisation of children’s rights, equally and without discrimination. We are present in Albania, Kosovo, Moldova, Romania, Ukraine, Hungary, and Greece, while together with partners, we reach children in other 14 European countries.

In Ukraine, Tdh has worked through partnerships since 2009 and legally established its offices in 2014. Since 2015, Tdh has been providing various services to children, youth and their families in the conflict affected area, with a strong focus on psychosocial support.

MAIN RESPONSIBILITIES

1. Financial Management and Accounting (National & Tdh systems)

  • Ensure complete, accurate, and timely recording of all financial transactions.
  • Oversee monthly accounting closure and ensure compliance with Tdh and National financial procedures.
  • Review accounting entries and supporting documentation before validation.
  • Ensure proper coding of expenditures according to projects, grants, and budget lines.
  • Maintain accurate general ledger, sub-ledgers, and balance sheet reconciliations.
  • Ensure financial data is properly recorded in SAGA and other financial management systems.
  • Monitor accounting standards and ensure compliance across all offices.

2. Budget Monitoring and Financial Analysis

  • Support preparation and revision of delegation annual budget.
  • Support preparation and update of the monthly Financial Monitoring Tool (FMT).
  • Conduct variance analysis and provide recommendations to budget holders.
  • Support Budget holders with the monitoring of the expenditure levels, burn rates, and forecast readjustments.
  • Identify risks related to overspending, underspending, or ineligible costs.
  • Provide financial analysis to support management decision-making, resource planning and allocation.

3. Donor and Grant Financial Management

  • Monitor donor-funded projects and ensure financial compliance.
  • Participate in proposal budget design, elaboration, and budget revisions.
  • Prepare, support and/or review the donor financial reports.
  • Verify expenditure eligibility according to donor regulations.
  • Lead financial review of sub-grantees and partners budget preparation and review.

4. Treasury and Cash Management

  • Manage country cash flow planning and liquidity requirements.
  • Monitor bank balances and cash forecasts.
  • Ensure timely processing of payments to suppliers, staff, and partners.
  • Control bank reconciliations monthly.
  • Ensure effective payment management procedures are respected in all offices.
  • Participate to exchange rate management and foreign currency transactions monitoring.
  • Ensure compliance with banking regulations and internal controls.

5. Internal Control and Compliance

  • Ensure implementation of Tdh financial policies and procedures.
  • Conduct periodic financial compliance reviews and spot checks.
  • Follow up on audit recommendations and corrective action plans.
  • Focal point for the internal and external audits management and ensure coordination across all departments.
  • Ensure proper filing and archives of financial information and documentation.

6. Partner Financial Monitoring

  • Validate partner financial reports and supporting documentation.
  • Ensure financial monitoring visits to partners are conducted according to needs.
  • Support financial assessments of current and prospective partners.
  • Build partners' financial management capacity.
  • Ensure partner finance compliance with donor and Tdh requirements.

7. Finance Team Management and Capacity Building

  • Supervise finance staff across country and field offices.
  • Ensure clear allocation of tasks and responsibilities.
  • Conduct performance reviews and coaching sessions.
  • Identify training needs and support staff development.
  • Promote collaboration between finance, program, logistics, and HR teams.

Requirements

Training/Qualifications

  • University degree (Master's or equivalent) in finance, economy, accounting, or related field.
  • Professional accounting certification is an asset.

Experiment

  • At least 5 years of professional finance experience with 2 years minimum with international NGOs.
  • Minimum 2−3 years in a supervisory role.
  • Experience with institutional donors such UN agencies, Governments, European and private funds.

Languages

Mandatory written and spoken languages: English, Ukrainian

Computer know-how

Microsoft Office package proficiency, particularly advanced microsoft Excel.

Financial management systems: BAF strongly recommended, SAGA, Microsoft365 and Power BI are an asset.
