Effectiveness of governance vs social development: a multivariate approach to countries’
classification [SCOPUS]

Effective governance is crucial for fostering social development and economic growth. This paper examines how
government administration quality affects social progress, using the Social Progress Index (SPI) and Worldwide
Governance Indicators (WGI) for analysis. By analyzing data from 167 countries, the study identifies key factors such as
Voice and Accountability, Political Stability, and Government Effectiveness as significant influencers of social progress.
The discriminant analysis model used in the study successfully classifies countries into different social progress
categories with an accuracy of 92.2%, highlighting the robustness of this approach. These findings demonstrate the
importance of effective governance in enhancing social development, offering valuable insights for policymakers to
improve governance and promote sustainable societal growth.

Implementation of Innovative Healthcare Infrastructure Projects: the Experience of Spain

The article focuses on the implementation of innovative healthcare infrastructure projects, with a pilot case in Spain. It
emphasizes the critical role of innovation and advance capabilities systems for healthcare for enhancing service quality
and creating productive environments aligned with sustainable development principles. he findings suggest that
innovative lighting technologies are essen-tial for advancing healthcare infrastructure towards more sustainable and
effective practices. The emphasis is on the necessity of engaging stakeholders in the implementation process of
innovations, and their characterization is described using the CHRONOlight project as an example. The need for using
a project communication man-agement model is highlighted, and a model for managing project communications for
CHRONOlight is proposed.

Promoting gender equality in the academic sphere: the Spanish experience for Ukraine.

Spanish approaches are proposed to overcome challenges: gender quotas in management positions, the creation of
gender offices, mentoring, scholarships for women in STEM (Science, Technology, Engineering, Mathematics),
promoting their role in technical and natural sciences. The purpose of the work is a compar ative analysis of gender
equality in the academic environment of Ukraine and Spain and the selection of practices capable of contributing to
the creation of an inclusive environment for the professional growth of scientists, regardless of gender. The results of
the study can become the basis for the further development of gender sensitive policies in Ukraine and ensure the
sustainability of the academic environment in accordance with modern international standards.

Theoretical Basis of Financial Security Strategy Development of the Field of Health Protection.

It was determined that the main problems are the limited funds of the state budget, the lack of diversification of other
sources, the lack of an adequate modern health insurance system that would reduce the burden on the budget. The
health care development strategy is defined as a component of the national economic strategy, the goals and
objectives of which form the financial policy of the state (in particular, the health care policy. It was established that the
choice and structure of the financial support model determine the effectiveness of its functioning. Factors affecting the
effectiveness of the management of financial support in the health care sector are considered. The following factors
are considered during the formation of state policy in the field of health care: development of a justified concept,
determination of the main directions of resource use, determination of the list of actions to implement the goal,
consideration of the consequences of military actions. It was determined that the principle “money follows the patient”
does not work, which led to the loss of some opportunities to respond to changes by medical institutions.

Public policy settlement of social conflicts in the context of national security. Shestakovska, T.,

Using an analytical methodology, the article examines the connection between social conflicts and national security.
The discursive space of the problems of social conflict has been systematized and the reasons that influence the
dynamics and duration of social conflict have been determined. Complex systems of social conflict prevention are
presented and a model of influence of social conflicts on the national security system of the state is developed. The
driving forces of social conflicts and national security indicators are also grouped together. The sequence of
conceptualization of the results of the institutionalization of the public management of social conflicts has been
announced. The methodology and levels of assessment of the willingness of the authorities of public management of
social conflicts for interaction are indicated. It is concluded that, since there is currently no single criterion for assessing
the impact of the interaction of public management institutions on the prevention of social conflicts in the context of
national security, the study of the capacity for such interaction should be carried out considering conditions of
complexity, systemic and convergence.

Among the key tasks of economic security, there are the problems of environmental security, protection of the natural
environment, reproduction and rational use of natural resources. It is objectively necessary to form a system of

oriented to man, as a strategy and mechanism for adaptation and rehabilitation of extreme living conditions should be

Current issues of e-government development in Ukraine.

Practical experience on the main problems of e-government development in some countries of the European Union is
summarized in the article. The current experience of Estonia as a leader in Europe in the level of development of the
"digital state" is described in detail. Ukraine's position on the E-Government Development Index, which is part of three
important dimensions of e-government (online services; telecommunication connectivity; human potential) is
demonstrated. The process of creating and financing the "Action" project and the current capabilities of this
application are analyzed. The key benefits of digitizing Estonia's public administration processes have been identified.
Some aspects of the Estonian experience that are used in Ukraine today are revealed. The essence of the national
digital case and it is established that our country has significant problems on the way to the implementation of a
quality e-government system and the digitalization process in a broad sense, in particular in terms of infrastructure is
described. The problem with the protection of personal data, which slows down the development of the "State in a
smartphone" in Ukraine is analyzed. Ways to solve the problematic issues of improving the development of e-
