Health Coordinator – West

Coordinate planning, implementation, monitoring and strategic development of the Norwegian Red Cross-supported Health Programme across Ternopil and Khmelnytskyi oblasts, with programme oversight across multidisciplinary administrative and field teams of approximately 120 staff.
Coordinate a multi-component portfolio covering Mobile Health Units (MHU), Mobile Rehabilitation Units (MRU), Mental Health and Psychosocial Support (MHPSS), Health Promotion and Disease Prevention (HPDP), Home-Based Care (HBC) and new pilot initiatives.
Lead annual and operational programme planning, including activity plans, logframes, staffing requirements, procurement plans, implementation timelines and programme priorities.
Monitor programme implementation and expenditure and coordinate follow-up with programme, finance, logistics, procurement and MEAL teams.
Conduct field monitoring and programme reviews to assess performance, service quality, beneficiary reach, operational challenges and programme relevance.
Strengthen MEAL and accountability processes, including indicators, DHIS2 data-quality reviews, beneficiary monitoring, referral tracking and post-distribution monitoring.
Coordinate capacity development based on identified needs, including Training Needs Assessments and specialised technical and professional training.
Coordinate procurement planning and technical follow-up for medical and rehabilitation equipment, programme supplies and health-facility improvements.
Develop and review concept notes, needs assessments, technical documentation, risk analyses, procurement justifications and programme planning documents.
Maintain coordination with the Ukrainian Red Cross National Committee and regional branches, health authorities, hospitals, Primary Health Care Centres, universities and Movement partners.

Supported the transition from predominantly mobile health service delivery towards a more integrated health programming model combining primary health care, rehabilitation, MHPSS, health promotion, community-based services and referral mechanisms.
Strengthened intersectoral referral mechanisms through development and field testing of referral tools and pathways.
Supported expansion of community-based physical rehabilitation through Mobile Rehabilitation Units and development of rehabilitation spaces in underserved communities.
