Quality Engineer Assistant — ACCESS Project (Assistance for Collective Centers and Essential Support Services)

Duration: 6 months (with possible extension)

Reports to: Quality Engineer

1. Background

The ACCESS project aims to improve inclusive and dignified living conditions for internally displaced persons (IDPs), particularly those with disabilities, limited mobility, and chronic illnesses.

The project supports the upgrade and expansion of collective centers and selected social-care facilities through:

• site assessments,
• technical design,
• rehabilitation works,
• accessibility improvements,
• delivery of essential protection and support services.

It aligns with the Ukraine Humanitarian Needs and Response Plan (HNRP) priorities, ensuring access to basic services for vulnerable populations.

2. Purpose of the Role

The Quality Engineer Assistant supports the planning, design, and implementation of infrastructure rehabilitation and accessibility interventions, ensuring quality, safety, and compliance with standards, as well as contributing to the delivery of essential services for vulnerable groups.

3. Key ResponsibilitiesA. Project Planning & Management

• Support coordination of project phases: site assessments, design, tendering, rehabilitation, and handover
• Assist in developing work plans, procurement schedules, and timelines
• Monitor implementation progress and project indicators
• Support coordination with implementing partners delivering services to IDPs
• Ensure compliance with donor requirements, safety, and accessibility standards
• Maintain project tracking tools, documentation, and reporting

B. Technical Support

• Conduct technical site visits and assessments
• Assist in reviewing designs, BoQs, and cost estimates
• Ensure accessibility principles are considered (ramps, handrails, adapted WASH, etc.)
• Monitor quality and safety of rehabilitation works
• Support contractors and partners with technical guidance

C. Coordination

• Liaise with local authorities, site management, and communities
• Coordinate with relevant clusters (CCCM, Shelter/NFI, Protection, Health)
• Promote inclusion and accessibility across project activities

D. Reporting

• Prepare regular progress updates and contribute to reports
• Maintain organized technical and project documentation
• Support preparation of donor reports and lessons learned

E. Risk Management & Compliance

• Identify potential risks and support mitigation measures
• Ensure compliance with occupational health and safety standards
• Support transparency and accountability in implementation

4. Deliverables

• Site assessment and monitoring reports
• Support to preparation of designs and tender documentation
• Updated work plans and tracking tools
• Regular progress reports
• Contributions to final project report and lessons learned

5. Requirements

Essential:

• University degree or technical diploma in civil engineering, construction, architecture, quality management, or a related field
• 1−3 years of relevant experience in construction supervision, quality control, infrastructure projects, or humanitarian/development programs
• Basic knowledge of construction standards, safety regulations, and accessibility principles
• Experience in field-based roles with regular site visits
• Strong attention to detail and ability to document findings clearly
• Good organizational and reporting skills
• Willingness and ability to travel frequently within project areas

Desirable:

• Previous experience in humanitarian or recovery projects
• Familiarity with accessibility standards, disability inclusion, or protection mainstreaming
• Experience supporting donor-funded projects
• Basic knowledge of QA/QC tools and monitoring frameworks

6. Duty Station

• Based in Lviv with frequent travel to project sites in Lvivska and Rivnenska oblasts

1. Про проєкт

Проєкт ACCESS спрямований на покращення умов проживання внутрішньо переміщених осіб (ВПО), зокрема людей з інвалідністю, обмеженою мобільністю та хронічними захворюваннями.

Проєкт передбачає:

• оцінку об'єктів,
• розробку технічних рішень,
• ремонтно-відновлювальні роботи,
• впровадження інклюзивних рішень,
• підтримку надання базових соціальних та захисних послуг.

Він відповідає пріоритетам HNRP щодо забезпечення доступу до базових послуг для вразливих груп.

2. Мета ролі

Підтримка планування, проєктування та реалізації інфраструктурних робіт і заходів доступності, а також контроль якості виконання та відповідності стандартам.

3. Основні обов’язки

A. Планування та управління

• Участь у координації етапів проєкту: оцінка, дизайн, тендери, ремонт, передача об'єктів
• Допомога у підготовці планів робіт і графіків
• Моніторинг прогресу виконання
• Підтримка взаємодії з партнерами
• Контроль відповідності стандартам і вимогам донорів
• Ведення документації та трекерів

B. Технічний супровід

• Проведення виїздів на об'єкти
• Допомога у перевірці технічної документації
• Контроль врахування доступності (пандуси, поручні, санвузли тощо)
• Моніторинг якості робіт
• Консультаційна підтримка підрядників

C. Координація

• Взаємодія з місцевою владою та громадами
• Співпраця з гуманітарними кластерами
• Підтримка впровадження інклюзії

D. Звітність

• Підготовка звітів та оновлень
• Ведення документації
• Участь у підготовці донорських звітів

E. Управління ризиками

• Виявлення ризиків
• Контроль стандартів безпеки
• Підтримка прозорості процесів

4. Очікувані результати

5. Вимоги:

Обов’язкові:

• Вища або технічна освіта у сфері будівництва, архітектури чи суміжних напрямів
• 1−3 роки досвіду у будівництві / технічному нагляді / контролі якості / інфраструктурних проєктах
• Базове розуміння будівельних норм і стандартів безпеки
• Досвід роботи «в полі»
• Уважність до деталей
• Навички організації та звітності
• Готовність до частих відряджень

Бажані:

• Досвід у гуманітарних або відновлювальних проєктах
• Знання інклюзивності та доступності
